The first Global Stocktake (GST) of the Paris Agreement. A Success Story for the UNFCCC and beyond?

How central were discourses around science and equity throughout the GST process and how diverse were they?

Project Summary

The first Global Stocktake (GST) since the Paris Agreement in 2015 represents a pivotal moment in international climate negotiations, as it reviews how current efforts align with the treaty’s goals and aims to accelerate climate action across various governance levels. Uniquely, the GST incorporates non-state actors and promotes an innovative dialogue between science and policy, offering a new model of global governance beyond traditional government-led frameworks, called hybrid multilateralism.

In this context, there is a need to assess how the integration of non-state actors and hybrid multilateralism influences the effectiveness of climate governance and to extract valuable lessons for future assessments, particularly the next GST scheduled for 2027.

This project will evaluate the practical implications of ‘hybrid multilateralism’—the enhanced collaboration between state and non-state actors—and will draw actionable lessons for the second GST.

The project includes ethnographic observations, interviews, discourse analysis, and network analysis to comprehensively evaluate the GST and involves researchers, policymakers, and stakeholders such as local associations and civil society representatives. A workshop will be organised to bring together researchers and representatives from various sectors to discuss and co-create actionable insights for the future of the GST.

This research will enhance our understanding of innovative climate governance models and provide practical tools for future global climate initiatives. By offering a detailed analysis of the GST’s effectiveness and identifying key lessons for upcoming assessments, the project aims to contribute to more effective climate action and policy-making.
